Thats due to the Limiter. It is enabled by default to prevent distortion and clipping and cant be turned off.

ok so when I'm mixing two songs and want to decrease the bass in the channel that I'm exiting , and add bass to the channel thats entering. how do i do that? are you saying i can't reduce/increase low ,mid, highs at all? confused

If your volume is already at maximum you cannot add more. Turning up the bass should still make it sound lower with the high frequencies getting muted.
If you want more control, reduce the gain on the songs, and increase the volume on your amplifier.

EQ changes does NOT apply on your headphones. Only on master output.
So if you want to hear EQ changes on headphones please change the option equalizerinheadphones
