Topic: Need Help in understanding how VDJ deals with POPM/Rating entries...

Here is what I have figured out so far (my legacy = Traktor & iTunes):
PopM Frame = email, rating, counter
iTunes stores ratings in its own database, so nothing in source file in ID3 PopM frame
Traktor is stored with traktor@native-instruments.de as the PopM frame's email + 0 in counter
VDJ is stored with no email address + 0 in counter

(below: PopM rating values for Traktor & VDJ, but iTunes Music Library XML stored value)

Star-Rating Traktor iTunes VDJ
1 51 ? 1
2 102 40 64
3 153 60 128
4 204 80 196
5 255 100 255

There seems to be 3 configuration settings that could affect VDJ's behavior with Rating tags:
1. getTagAuto
2. setTagAuto
3. getRatingFromTags

Plus the default action of VDJ as it reads a new file

Can someone explain what is being read, interpreted, & written relative to Ratings values & PopM frames?

Not sure I understand the question, you've shown what is written to the frame above, ie 1, 64, 128, 196 and 255 for ratings 1 through 5 in VDJ, which are the same values used by Windows Explorer. We also use the same read ranges.

If a Traktor entry in POPM frame exists, do you read/interpret it since its values are different from what you natively save?

It will interpret those entries on the scale we use (which is more commonly used) so the rating would be wrong for tracks rated 1 or 2 in Traktor. I will have a look at using the custom Traktor scale if the NI email address is detected.
