I would like to start some Beats in Loop on the sampler and then enter some acapellas and other Tracks on the Decks. But whenever I start Loops on the Sampler and use the Decks, the BPM changes on the Sampler. Can I configure the Sampler BPM not to change, or to change it only when I want to?

You can edit in sampler editor for how you want the sample to play.
Right-click a sample and open in the Samper Editor.

In settings you can also change default mode samplerDefaultLoopMode (flat vs beat locked etc)

No, sampler always follows the tempo of the MASTER deck.
However you can do a trick...
Load a track on a deck (e.g. deck 4) and press the "MASTER" button on skin (or on your controller)
This will "force" masterdeck to be deck 4.
Now sampler and all other decks will follow the tempo of deck 4.
Of course deck 4 does not have to be audible.
For best results engage a 4 or 8 beat automatic loop on deck 4 and leave it running.
PS: At any time you can use "MASTER" buttons to switch masterdeck to another deck if needed.
You can also map a custom button to "masterdeck_auto" to resume automatic assignment of masterdeck at any time.
