how can I set the gain level at -3dB ?

Open Config panel in VDJ
Set the "Auto Gain" option on the "Fame Settings" tab on always match
Close Config panel
Load a song in desk 1 and set the gain manually at -3dB. Now load a song in desk 2, this will match the song at desk 1 and will also be -3db.
You have to check often if the gain keeps at -3 db. Sometimes it will jump to another value for some reason.
There is already a request to have an option to set a value in the config panel for example -3dB. This might be implemented in the future
