On page 18 of the Virtual DJ 8 users manual, it shows available (I think) effects including, CUT, Flippin Double, and Overlooping - none of which show up as available effects when I run VDJ8? Are these, in fact, available and, if so, why can I not access them

That part was written before we decide which effects will be included as native. The manual will be updated soon.
The native audio effects are Backspin, Beat Grid, BrakeStart, Distortion, Echo, Flanger, Filter, Loop Roll, Phaser, Reverb, Slicer, WahWah

Rename Cut.dll to cut1.dll, rename overloop to overloop1, flipping double (meh) I never tried, you can recreate that with the beatgrid.

It wont work if you are using a keyboard shortcut or a custom mapper for your controller using the old name which was Beatgrid. The effect is now named Beat Grid, so any assigned actions need to be change to e.g. effect_active 'Beat Grid'
Also make sure that the first parameter of the effect is pointed to a predefined pattern and not to some empty ones.
