When I pick any sampler bank ( ie instrument bank ) I have 16 boxes available to add or remove whatever. No matter how I have the pad layout if I add a file to the last available box it add 4 more boxes making the existing ones smaller

Why do you think it's an issue? It's working as designed.
There needs to be at least one empty pad available so that you can add more samples.
In VDJ 7 there were only 12 slots, and it wasn't possible to add more than 12 samples. Now it's possible.

if there is 16 boxes there should be 16 spaces to be filled before adding more. Than add another bank inside the same bank without minimizing existing bank
