Using older Windows?
If so you must install the 32-bit version of VirtualDJ : https://virtualdj.com/download/pc32
(64-bit version is only for Windows 10)
And if you do have correct VirtualDJ installer, make sure your Windows is up to date, update graphic card drivers etc
