You mean like DJ drops?
Just need to record your voice then, or voice of someone else..
And add some nice effects and background "swosh" sounds to it perhaps ;-)
Its a bit of an art-form in itself to make good dj drops, but can always try with something basic...
and if not successful, just google "dj drops" and there are hundreds of sites that offer
