well sorry to answer so late but no, there is nothing in changelogs about drivers/graphic engine slowing the skin in old builds
only something related to faster/better graphic rendering with old drivers/GPU
for me skin was <15fps and there were issues with jog, now it is > 30fps, everything is OK

I experimented with different fps settings...and although the problem persists...there were some fluctuations in the amount of time the bug reappeared etc..so this might provide some insight....
