This is a quite naive question of me, but on laptops, in general, does the high power video card use the same tech and memory to send out an image out of your s-video, or does that video card only dedicate to the main screen display?

Most newer laptops can do true dual display just like the desktops so you should get the same quality out the second display (depending on the interface)
