there is no such thing as zero latency in any application because of processing times , you can get pretty close however
asio 4 all is a hardware wrapper which emulates an asio card , it can be alot faster than some native drivers and you can get good results

Well, in the past I used the audigy2 zs platinum and it was possible to set it to "0" with a good response.
