Just bought a set of new timecodes and a new turntables with mixer and cant get the TC value to 100%. On the wave forms it only goes in about 1/4 of the way in the advanced view. I have tried to use auto config and the values still jump around, but still only 1/4 of the way of the window. I have a pictures if needed to explain more.

If you get 100% timecode signal and the audio sounds good, then don't worry.

The signal jumps around from 50%-100%, is that normal should I worry about quality or latency?

also make sure your tcvs and cartridges are clean.

Try this, Check Software RIAA Preamp (Timecode config>advance view) and see what you get.
I Checked that and my signal is solid at 100%.

Ok so I just ordered some new shure m44-7 needles in hopes that would help...

For cleaning you can find solution that is special made for cleaning records.
