Can I upgrade directly to VDJ 2021 from 8? Also will my skins from 8 still work in 2021?

It is "no update" to VDJ2021
VDJ 2021 IS VDJ V8.5
only name change, it's just an update
As usual skins go on working... only new stuffs won't be available if skin was not updated to use them
V8 were mostly 32bit and V20xx are mostly 64Bit in windows
both versions are still available (not same set of effects available, no stems in 32bit)
Mac version being 64Bit or ARM M1 now

Yes, you can upgrade directly from VirtualDJ 8
And yes, all skins will work just the same.
(for best possible support of features added after VirtualDJ 8, recommended to use version 2021 default skin though)
Simply run installer from here (do not uninstall anything first), to update:

hey if I purchase the virtual dj 8 pro Infinity now I will get upgrades to virtual dj 9 in the future for free if not should I purchase again

There is no VirtualDJ 9 and never will be. That numbering has been dropped. There are no serial numbers either, you login to the software using the email address & password that you use to purchase VDJ. Incidentally, we are on VirtualDJ 2023 now.
VirtualDJ Pro Infinity has free updates for life and can use virtually all Controllers with no restrictions.
I purchased mine in 2007 and haven't paid another penny since.😊
