I have set my VST folder using the new 'vstFxFolder' option, and a VST folder icon appears in the FX list, but when I select that folder, no VST effects are listed.

Did you select a vst3 folder?
Vst2 unfortunately uses .dll as extension, so without opening the effect it can't be known if it's an effect or a support dll.
Since I think most vst's have a vst3 version by now I don't think it's worth to still implement a special case for those

Oh so it's for VST3 only? That should have been mentioned.
I think as it's a VST folder that's being selected, chances are pretty high that the DLLs within will be VSTs. Seems to work well enough for all the other software that allows selection of VST folders.
There's also no discrimination between VST types with other software. Once the folders are selected (they offer the option to select more than one location also) all VST types are listed, allowing the user to select which ones to use.

I think it is mentioned in the help text.
My experience with other software is that this loading can take a while, although some programs then save the list for faster future access.
But as said, this probably isn't worth it anymore today with vst2 phasing out
