To nudge the jogwheel and let it stay there even if beatlocked. It resets if you touch/press the top of the jogwheel. It would be a gamechanger for last second transitions.

But that's not beatlocked, if you need to nudge while beatlock is on then that says the grid is off, at that point it's better to nudge the grid then beatlock would nudge the track. And that's just script that can be done now.

DJuiced, from the video provided, seems to do a lot of hand holding (some kind of sync is done on release).
It's probably possible to be smart with mappings and a one type sync on release for touchwheel, but that isn't natural at all - to my knowledge no main player software does this, and I'm not really sure why one would want this behavior outside of cueing in headphones, because it would most likely sound bad if you are trying scratch and drop in a song in an offbeat fashion.
As @locodog said, beatlock is not really supposed to be used for nudging like that, and that's why what I was implying to you in the post where I suggest it, that you'll have to be smart when using it (you probably have to toggle it only when you need it).

It's a good feature for when you pick a new track last minutes when you only have a couple seconds to figure something out. You save 1-2 seconds!
And, you could argue that all DAW features are hand holding. If it works it works...

Trying to make a script with Grok but it says it's hardcoded..

I assure you my method works, you could prove gork is talking rubbish by pressing the cbg nudge buttons on the skin with the mouse when beatlock is on. Or you could talk my word for it.
the logic for the jog, not real script
Is beatlock on ? yes; nudge the cbg : no; do usual nudge stuff
I wouldn't recommend it, better to have the grid right from the initial play in practice time.
