also how long do the take to come when you order them also do i need to buy anything else the decks i have are technics 1210 mk2.

buy a MAYA 44 it will handle the job well, and for TCV they can take like 3 weeks for delivery. Oh course you'll need a full license also

i know about the maya 44 but this is the sound card that i have can i use this with the time coded vinyl or do i have to buy the maya 44 thanks inadvance for your help

That soundcard you point, only works for use as standar soundcard, but not with TCVs. Read this post:

The TCVs take from 2 to 4 weeks to get at your home. I use SL-1210MK2 so it will works fine for you as works for me. You must buy VDJ Full to work without issues.
The Maya 44 USB is cheap and it runs very well with VDJ. I use an Audigy 2 ZS Platinum, it works, but I pay $90 more and I don't be able to campare with a Maya 44 'cause I can buy it in Mexico.
