Im considering switching to timecoded cds but my question is how functional is the control of the acual cd player.
-Will the loop and sample effects on most cd players acually loop and sample the songs?
-will the cd players effect the mp3's its controlling?
-does the cuing work?

A: The Looping, Looping In and Outs work just like they do when playing regular CDs

Q: will the cd players effect the mp3's its controlling?
A: If you are referring to scratching or controlling with the wheel, then yes

Q: does the cuing work?
A: Yes

The key thing to remember when using TCV/TCCD is that what you are doing in broadcasting a high pitch series of beeps into VDJ, which then translates that to timed positions within the song loaded on that deck. And VDJ holds the music to that time encoded beep, always. Which basically means that while timecode is enabled, cueing and looping in VDJ does not work...it all has to be done through the timecode. Make sure you use a skin that has the very handy timecode enable button on it so that if you do want to loop out of a song easily you can disable the timecode and use VDJs smart looping...this does not work for looping into a song however...you will have to use the CD player to set the loop and loop into a song.
