One thing I would try is removing 1 stick of memory and try to reproduce the error. If the error occurs again try swaping another stick of memory until the problem goes away or all memory sticks have been tested.
This problem often occurs with a bad stick of Ram, it has happened to me in the past although if its not memory its more then likely a Windows issue.
Let us know the results

I see some setting there for memory. Windows XP is a new install.

did you check to see if Window's virtual memory is set to auto? I only once had problems related to me manually setting the virtual memory.

Windows virtual memory is set to "let windows choose whats best for my pc"

well that's ok, This is what I had to chose to solve my problem although at this point I'm out of ideas.
If I think of something else to try I'll post here. When are you getting this error exactly? when opening VDJ? or after trying to use an effect....
