I want to know what software preferably free that i can use to conver videos to avi or mpeg 4 from the promo only series without loosing quality. I have used any video converter and format factory and it was a failure

its not really possible to make an exact duplicate.. anytime you convert their will always be a loss of quality..

how much you can tolerate depends on you..
I've used my Cyberlink Producer/Director software to convert .VOB to .h264 and it turns out alright in my opinion..
maybe a 1:4 space savings...
Though I suspect a lot of that space savings is due to the conversion of the sound from being wave to compressed AAC

I was recommended Handbrake, I tried it on a promo only best of disc, it seems to have done the job but it takes foreeevver (137min dvd took 4.5hrs!) If you got the patience (I don't, unfortunately) try that one, me i'm gonna keep searching as I have a biiggg library to convert.

Windows version of VDJ, has a very useful function called Rip DVD. It will copy exact .VOB files into your HD without losing a bit. If you want to edit with VEGAS or other soft, and need it as an MPG extension, well, just rename the extension to MPG and that's all.
If you're looking for something to rip your DVDs, that are not like PO, MM, RA, or other company for DJs products, my recommendation is SMART RIPPER. It will check and jump (not always) the protection and copy the chapter in VOB as well as the other mention above.
