from my experience most charge but I have found some by yahoo searching. I make my own drops, I got alot from searching an purchasing a few.

while there are certain legal issues - you have to get your own legal clearances etc. for some of these - this site http://www.dailywav.com/index.php has a huge library of movie and tv sound clips.

I rip from audio from you tube clips. Was writing a dubstep tune and found the perfect Cockney drop line from an un suspecting london taxi driver! Just have a scan around!
