I am installing VirtualDJ on a new tower and was wondering if it is possible to transfer the play count of the songs to the new computer?

Play count is a field (info) stored in VirtualDJ database xml file. So if you copy your database file to your new computer, play counts will be there too.
Database file can be located to MyDocuments\Virtualdj folder. You may also copy and paste the entire Virtualdj folder (and subfolders) to your new computer, in order your skins, effects, custom mappers, playlists etc be present there too.

Your music will also need to be copied to EXACTLY the same location and folder structure on your new computer as it was on your old for the database to work with it, e.g: If it was C:\Music on the old computer, it needs to be in C:\Music on the new.
Alternatively, you can edit the paths in the database using search & replace in a text editor (Do this on a copy of the database in case you make a mistake.)
