would it be possible to have a 32gb ssd hard drive netbook in two partitions one with osx 86, one with win 7 32bit, each with vdj, but store the music on a 64gb sd card formatted to fat 32 and access the music on the sd from both OS installs, should be lightning fast, but would it work, as in can you change the format of sd cards and would the sd be a restrictive bottleneck on a super fast system.

That's all possible although netbooks are typically "toy" computers due to their cheap components are slow processors. You'd also be breaking Apple's EULA. I wouldn't put the music on an sd card, they're generally slower than a USB harddrive and much more expensive. It's worth looking into getting a 17" laptop with two drive bays; an SSD for the OS and applications and use the second (larger) drive for your media.
IMO there's little value to dual booting OS X and Windows - stick with one.
