I did the 8.2 early update yesterday and when I played video on a other monitor I was unable to look into song files, option screen, and bpm screen when ever I opened one of them the screen would flicker and I was unable to do anything but shut it down and restart . needless to say I went back to the older version still some kinks to work out. Good luck and looking forward to the new version.

You say previous version is okay, which version? 8.1? 8? 7.xx??
Have you updated your DirectX 9 to latest version??

I was having the same issue when FULLSCREEN, where it flickered with 8.2. 8.1 and older versions worked just fine.
My solution is to set the Video: videoForceFullscreen = 0. I would have thought 1, would be okay...but it just doesn't work. 0 does.

Same here with forcefullscreen 1. But I have to stick with 1, because of tearing. So I can't use it anymore... :-(
