I have mapped a button with save_deck_set but when clicked it does nothing.
I also have one with load_deck_set which does open a window. Any idea why save_deck_set is not working?

both work fine here
save_deck_set (assigned to a custom button), opens a window to save the current decks to a set (xml file - default path /VirtualDJ/Deck sets).
load_deck_set loads the saved deck sets (xml files) fine as well.
