I suspect that they're streaming from Content Unlimited, and don't have a subscription.

I suspected the same but right now i got the same issue:
Windows with its f..ng use of 100% of system disk never fixed
loading a track from this disk in this condition seems to be done in 3 or four parts
when disk seems too overloaded it looks like some timeout prevent some last part to load
loading a track from another disk is not affected

Not a problem for me on this PC. The OS is on a 1Tb SSD and the music is on a separate striped drive. :-)
