How do I connect Virtual DJ to my iPhone when it’s used as a mobile hotspot. I want to be able to download songs as needed. Are there settings I must change in the software? I have no issue connecting to Wi-Fi at home or some venues. I just want to be able to use my phone too when these options are unavailable.

No. Just connect like any other wifi network.
Not sure if there are any limitations on the Apple side but it works perfectly on Android.

So as you can see you are not connecting VDJ to your "mobile hotspot"
You are setting up your laptop to use your phone for wifi
VDJ won't know or care - it just knows that there is an internet connection available, and will then use it
