What controller will support VDJ and Serato. Not to be used at the same time, but to switch between softwares

It's the software that supports the controller, not the other way around. You can find a list of supported controllers in the VDJ wiki. Serato will likely have a similar list on their site (but with fewer controllers).
In many cases, if you buy a controller that's branded with Serato, it'll work with VDJ too.

In other words VDJ is compatible with any controllers, even if Serato is pre loaded in it. Also will any controller automatically recognize VDJ when plug in..... Will there be any config needed?…..

You can check the manuals for the controller you plan to get to see what is required for installation.
Some controllers require installation of drivers or firmware updates

The listed controllers are natively supported, so they're plug & play. Any not listed can still configured to work by doing the mapping yourself.

Serato is not pre-loaded in any controller.

No - as before, the software will recognise the controller....not the other way around.
