You need the latest Direct X

I've already downloaded and installed DX9 and its still poppin up wit the error..
My computer is Windows 98, Intel Processor II MMX, 192MB Memory..

Think you'll need Windows XP/2000 atleast.
Or maybe the support team has a better clue to that issue. Your specs are really not recommended in my opinion.

You might want to try to erase and reinstall directX, because the file you are missing and the error message you are getting, is definitively directx error...
Try this tool for fixing direct x:

By the way, VDJ works at Win98.... As minimum recommandations. I would advice you to consider getting a stronger PC, and run WinXP.

I have running VirtualDJ 3.1 in a laptop Pentium II 333MHz with 192MB RAM and Windows98 SE. But it works slow and only could play MP3, play video is out of the question.
With AtomixMP3 works fine.
