Can anyone explain how Timecoded vinly is used, is it a record over any USB turntable?

You dont need an usb turntable. You could simply use normal turntables which you attach to a sound card (with minimal 4 mono = 2 stereo inputs). Look here for some more info.

Timecoded vinyl are records which use binary signal instead of music to send messages to the software so if you scratch on the vinyl or change pitch ect (any thing you can do with real vinyl) the software copies the actions you perform , it allows you to mix mp3s or video like they where real vinyl.
You require a 4/4 (dual stereo interface) for example Numark Virtual Vinyl or Maya 44 Usb , Usb turntables are not suitable for this technology.
You will require VDJ Gen 3 time codes from the web store and VDJ pro for sustained usage.
